The Panel was formed in 1987 when the Surrey Championship clubs felt that they wanted to move to independent (rather than club) umpires for the top league matches. Having now completed 25 seasons the Panel is thriving with over 70 members and covers the Premier Division down to Division 4 of the Surrey Championship 1st XI competition. As an ECB Premier League, the Panel forms part of the Officials Pathway through which umpires can progress to first-class cricket. Our top Premier umpires also stand in Surrey 2nd XI and Minor Counties matches and we are fortunate in having Paul Baldwin, a professional umpire on the ECB Reserve List, as a member.

There are currently three main criteria which have to be met before any application to join the Panel will be considered.

  • must hold ECB Level 1A Umpire qualification
  • must have a minimum of one season's regular umpiring experience
    at League 1st XI or top Championship 2nd XI level
  • must be a current member of the ECB ACO and have up-to-date CRB clearance

Catchment

We draw umpires from across the county of Surrey and the four Surrey district associations. Some Panel members live in Kent, Middlesex, Berkshire and Hampshire. We also operate an exchange system with Premier League umpires from Middlesex, Kent, Hampshire, Sussex and Essex.

Meetings

Pre-Season Meeting in April and End-of-Season/AGM in October at Cheam CC.
